"Rusty" just means "back to being bad".

I don't know where you're from, but something gets rusty because of lack of use.
I haven't utilized these skills in a while so I'm rusty.
Once I get back to it though I'll be just as good as before.

And a rusty tool is going to be bad at its intended use. You haven't used these skills, so you've gotten bad at them, if temporarily.

Rust can be removed and an object be fine for its intended use
Just like a skill can return back to normal with some effort
It doesn't mean it's just "bad again" or starting from the beginning

And when someone starts out being bad at something, they could also improve at it. It doesn't mean they aren't currently bad at it.
